Kon (Konstantine) Savoy, AICP

With over 75 municipalities served over 37 years, as a public and private sector planning consultant, Mr. Savoy created the Savoy Consulting Group to focus his experience on local municipalities providing community planning, economic development, project management for public and private clients, and problem-solving through community engagement, project facilitation, consensus building, and plan implementation support services.
Mr. Savoy has an undergraduate planning degree from Iowa State University and Masters in planning from Univ. of Illinois at Chicago. As a planning consultant he has directed and prepared zoning and subdivision ordinances, site plan and design review guidelines, business district revitalization and special area plans, comprehensive plans, neighborhood plans, fiscal impact analyses, and tax increment financing districts for communities in Illinois and Iowa. Recently completed and current projects under the direction of Mr. Savoy include the Zion IL (ILAPA Award), Long Grove IL and Crown Point IN Comprehensive Plans, Oak Brook IL zoning ordinance, Riverfront zoning district for Oregon IL, and tax increment financing districts for Oak Lawn and Rochelle IL. He currently serves the communities of Deer Park, Rochelle, Winfield, Elburn and Oregon IL as village planner. Mr. Savoy has served as the President of the Chicago Metropolitan Section of the APA, and conference co-chair for midwest and IL State APA conferences.
Robert Kallien, Jr., AICP
Principal Planner
Mr. Kallien brings 39 years of professional planning experience at the county, regional and municipal level for numerous communities in Wisconsin and Illinois. For the past 21 years, he has held the position of Community Development Director in the City of Naperville – three years and the Development Services Director for the Village of Oak Brook – 18 years, both recognized as “premier communities” in the Chicago metropolitan area.
Mr. Kallien has authored a number of planning reports and studies, including over 30 comprehensive plans and zoning ordinances. Mr. Kallien brings significant experience in planning administration, having direct responsibility for all planning, building permitting/inspections, code enforcement, economic development and engineering activities in both Naperville and Oak Brook. Mr. Kallien has extensive economic development experience working having negotiated significant development deals, and expansion and retention programs with many large corporations, including McDonald’s, Ace Hardware, Tree House Foods, HUB Group, Crate and Barrel, Lucent Technologies, and Oakbrook Center.
Mr. Kallien holds a Master’s Degree in Public Administration from the University of Wisconsin-Oshkosh and a BS Degree in Geography from the University of Wisconsin-Whitewater. He is a member of the American Planning Association and the American Institute of Certified Planners.
James J. Plonczynski, AICP
Principal Planner
Mr. Plonczynski has 40 years experience in the community development, planning and zoning fields. Thirty of these years in the role of the appointed Zoning Officer. Having served in both county and municipal government over his career, he has been involved in numerous zoning, subdivision and commercial project plan reviews, Tax Increment Financing (TIF) projects related to the development of industrial parks and mixed-use, residential/commercial transit-oriented development (TOD) projects. He has testified as a qualified expert witness in numerous zoning and code enforcement cases.
Jim has a Master’s degree from Northern Illinois University’s Geography Department in Urban Economic Geography and currently serves the Department as Co-Chairman of the Alumni Advisory Panel. He is a member of the American Planning Association and is a certified planner in the American Institute of Certified Planners and has participated in the Chicago Metro Section’s Mentoring Program.
